Regression:Unable to scroll the page using middle mouse wheel once drop down list closes.

Chrome Version:53.0.2781.2 (Official Build)Revision 81ef0c415c3f35bb838e6bbf41d0acbf634eb92c-refs/branch-heads/2781@{#3} (32/64-bit)
OS:Windows(7,8,8.1,10), Mac(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://tracing/ ,click on record and stop button.
(2)Click on 'file size stats' from R.H.S,click on 'add another' drop down list.
(3)Click on fullscreen icon from top left,click anywhere on page such that drop down list closes.
(4)Now try to scroll using middle mouse wheel and observe.

Actual:Unable to scroll the page using middle mouse wheel once drop down list closes.

Expected:Should be able to scroll the page using middle mouse wheel once drop down list closes.

This is a regression issue broken in 'M52' and will soon update other info.

I suspect we miss overflow update of the viewport when a dialog is closed.

Not a release blocker IMO.

Do you have a test case of the kind of thing you have in mind? (It doesn't have to repro the bug, I can prod it till it does.)

http://output.jsbin.com/vebakef/1 is a similar case, though it can't reproduce the issue.
