virtual/threaded/fast/scroll-behavior/smooth-scroll/track-scroll.html is flaky on debug/ASAN

The following layout test(s) is (failing|flaky) on debug and ASAN builds:

virtual/threaded/fast/scroll-behavior/smooth-scroll/track-scroll.html

This is likely happening because the test relies on the wall clock when waiting for behavior to stabilize.

Raise timeouts on smooth scroll layout tests.

Speculative fix for flakiness in virtual/threaded.  Will update TestExpectations
if flakiness dashboard shows improvements.

Turns out it did not help the flakiness on the bots at all.
