Blank tabs don't stay in fullscreen when ctrl-tab'ing around |

Issue description(Tested on both M51 stable, and the latest M53 dev) What steps will reproduce the problem? (1) Open a tab and visit any site (2) Open a second tab and leave it blank (e.g., "You're browsing as a Guest" screen) (3) Enter fullscreen (4) Ctrl-tab to first tab (5) Ctrl-tab to second tab What is the expected output? I end up on the 2nd, blank tab, but still in fullscreen What do you see instead? I end up on the 2nd, blank tab, in non fullscreen mode -- sort of -- the UI is sort of misaligned, like it's partially in fullscreen still, with the main browser content shifted upward and no bottom dock, but the toolbars in the way. Additional steps: At this point, if I press the fullscreen mode button again, I "stay" in normal mode, but the UI shifts back to normal. I only have a prototype device on me for testing, but the same behavior occurs on my self-built 54 test image (54.0.2816.4, platform 8672.0.xxxxx, built 2016_08_04). Are you trying in Guest mode or logged in? (I think I saw it in both, but I've mostly been playing with Guest mode.) I also don't think Are you following exactly my steps? I recall the behavior is somewhat specific to a certain flow; if you modify the steps, you may or may not get the exact same behavior.

I'm able to repro in 53. There's a lot of special casing for the new tab page. My guess is that some of that is confusing the full screen code.
