What steps will reproduce the problem?
(1) Select a text input and open the IME shelf window.
(2) Click the microphone icon.
(3) When the keyboard pops up with the flashing blue microphone symbol, speak.

What is the expected output?
Spoken text is input into the text box.

What do you see instead?
Nothing is input.

Clicking off of the symbol will show the Virtual Keyboard.  Clicking on the microphone input symbol on the top of the VK will show the same blue flashing UX, only this time it actually inputs text.
