Offline Tab Helper needs cleanup

There are couple of places where OfflinePageTabHelper makes decisions that are unclear and probably are the not valid.

I've added 2 TODO(dimich) there, need to clean up after M53 branch point.

Bug 601217 is potentially the reason one of those code snippets exists.
