Unable to dismiss Optin IME menu by clicking anywhere else on the screen

What steps will reproduce the problem?
1. Open Settings -> Languages and input section
2. Enable "Show input options in the shelf" setting
3. Close all other windows
3. Open the input options window from shelf
4. Click anywhere on the screen

What do you see instead?
Window is not dismissed.
