What steps will reproduce the problem?
1. Open Settings -> Languages and input section
2. Enable "Show input options in the shelf" setting
3. Open the input options window from shelf
4. Resize the window
What do you see instead?
Resizing leaves empty space between the window borders and the actual list.
Also able to resize window to less than minimum height.
