Scrollbar broken on Settings: Languages list

Issue description

Google Chrome	53.0.2773.0 (Official Build) dev (64-bit)
Revision	ced2fcee2c85702055d028f4e3e48c5a75a7e41c-refs/heads/master@{#400610}
Platform	8513.0.0 (Official Build) dev-channel link

What steps will reproduce the problem?
1. Open Settings -> Languages and input settigns
2. Add more than 10 languages to the list
3. Scroll through the list

What do you see instead?
Unable to scroll.

Components: -Blink>Scroll Blink>Layout>Flexbox
This seems related to a scrollbar inside a flexbox. If you change the style to be overflow: scroll from auto or remove the flex box definition it works.

I've confirmed the events are going to the scrollbar correctly. But the co-ordinates of the scrollbar seem off. 

Looks like a flexbox layout issue to me.
