Make sure get-help app can tell if it's on an android enabled device |

Issue descriptionSorry for filing this a little late in the game, but we need to address this in 53. We want to extend the get-help app to contain content related to Android apps, but that content should only appear on Chrome OS devices that have Android apps available. We need to figure out a good way to control whether that content is available.

The GetHelp app should now see a new field in the launch_data param for OnLaunched called playStoreStatus which will either have the values, available or enabled. If the value does not exist, then that device does not support the play store.

This has been handled in a different way than mentioned in comment #5 here. See https://bugs.chromium.org/p/chromium/issues/detail?id=644432 A new ARC++ property was added for chromeosInfoPrivate (note: this will be renamed to chromeosInfo and will be available to all kiosk apps with crbug.com/629931). - playStoreStatus ("not available", "available", "enabled")
