[Regression] Powerwash reset will see the volume bar

Issue description

Version: 53.0.2783.0
OS: 8486.0.0 dev-channel veyron_speedy test

What steps will reproduce the problem?
(1) Sign in
(2) Ctrl-Shift q two times to quit
(3) Ctrl-Shift-Alt-r, click restart

What is the expected output?
Volume bar should not show if volume +/- key is pressed.

What do you see instead?
Volume bar will show for some seconds and then disappear.

always shown on veyron_speedy, not sure other devices.

This happens because during the powerwash restart, cras_audio_client receives OutputNodeVolumeChangedReceived dbus signal. Try to locally revert this CL: https://chromium.googlesource.com/chromium/src/+/7a0ee45432bf8e1c284216525de2d49421cc3e78 could see the bug away.

This could be related to crbug.com/614885, which changes the way chrome sync volume state and update UI. Feel free to assign to me.

also seen in some reboots (not powerwash), should be the same root reason as 625222
