Restore Tabs Toolbar is hidden behind Voice Search bar

Issue description

App Version (from "Chrome Settings > About Chrome"): ToT
iOS Version: 9.3 
Device: Simulator

Steps to reproduce: 
1. Run app in Debugger
2. Stop debugging, so the app is killed
3. Relaunch the app and tap on Omnibox

Observed behavior: 
Restore button is hidden behind mic toolbar

Expected behavior: 
Restore button should be tappable, I guess

Frequency: 
<number of times you were able to reproduce>

I think this is WAI, as the entire tab restoration infobar will be covered by the keyboard (if you aren't using an external keyboard).  Not sure what the fix for this would be otherwise.  Maybe we shouldn't show the keyboard accessory view if an infobar is shown? Or infobars should animate up alongside the keyboard (this would be a GoogleKit fix)?  Assigning to Pete for input.
Oh, right. It looks weird only in Simulator, but is totally fine on device. Sorry, I guess this was a false alarm...

WAI. If you focus the omnibox, the software keyboard should take precedence over the infobar.
