Open as Mobile App

Issue descriptionFEATURE REQUEST: "Open as Mobile App" would be an option in the Chrome -> More Tools menu that would effectively turn any website into a Mobile App on a desktop ChromeOS device. For example, I would like to use the YouTube website as a mobile chromeless app on my desktop, but I cannot do this currently. The best I can do currently is it to open dev-tools on YouTube.com and to request a mobile site forcing the browser to report itself as a Nexus 6p ~ see attached screenshot. As a feature, when activated, the current tab would be split off the Chrome browser window, it would lose all of its Chrome except a < back and a X close button similar to the new Android Apps. The browser would reload the page and at the same time request a Nexus 6p resolution site when the page is reloaded in the new broken off Chromeless window. The new Nexus 6p sized window would be non-resizable ~ locked to the mobile resolution ~ and appear on the ChromeOS tray as a native app using the site's Favicon. The web site once being viewed as a tab has now switched to "native app mode". This would be REALLY useful for a large number of web apps like YouTube, SoundCloud, Google Play Music, etc... Chrome Version: 53.0.2773.0 OS Version: 8481.0.0 UserAgentString: Mozilla/5.0 (X11; CrOS x86_64 8481.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2773.0 Safari/537.36

I should add this requested features is very similar to the "Request Desktop Site" and the "Request Tablet Site" features that are already in Chrome except here were are purposely asking for a mobile site so that we can detach it and run it in a smaller Chromeless window.

Here is what the new "Mobile App" view on a ChromeOS desktop would look like after the function is executed.
