"Delay before click" doesn't get default value populated

Issue description

"Delay before click" dropdown in Advanced->Accessibility section appears blank even after checking "Automatically click when the mouse pointer stops".

1. Go to chrome/md-settings
2. Click Advanced
3. Scroll down
4. Check "Automatically click when the mouse pointer stops" checkbox

Expected: Some value populated in the "Delay before click" dropdown.
Actual: The dropdown remains blank.

do we really want the dropdown options to have timings? e.g., "very short" or "very short (800ms)"

if so, do we want ms, seconds, or both? "very long (4000ms)" seems a bit un-human.
tbuckley@: regarding the question from michaelpg@, the timings were added into regular settings in https://codereview.chromium.org/2016073004, so i thought they should be in md-settings as well

Verified on ChromeOS 8872.18.0, 55.0.2883.20. Dropdown is not blank on enabling the checkbox
