"Delay before click" doesn't get default value populated |

Issue description"Delay before click" dropdown in Advanced->Accessibility section appears blank even after checking "Automatically click when the mouse pointer stops". 1. Go to chrome/md-settings 2. Click Advanced 3. Scroll down 4. Check "Automatically click when the mouse pointer stops" checkbox Expected: Some value populated in the "Delay before click" dropdown. Actual: The dropdown remains blank.

tbuckley@: regarding https://codereview.chromium.org/2153963002/ do we really want the dropdown options to have timings? e.g., "very short" or "very short (800ms)" if so, do we want ms, seconds, or both? "very long (4000ms)" seems a bit un-human.
