After visiting Autofill settings or Manage passwords in advanced settings the scroll offset is not restored.

1. Go to chrome/md-settings
2. Click Advanced
3. Scroll down
4. Click Autofill settings
5. Click Alt+ArrowLeft

Expected:
Same content on screen as after step 3

Actual:
Scroll offset set almost as after step 2 (slightly lower so it looks like we are trying to restore the scroll but fail to set it correctly).
