Regression: Page remain zoomed after exiting fullscreen mode.

Issue description

Chrome Version: 53.0.2782.0 (Official Build) 4f1d832918c5966df3cc8ac1d23c8c1544262cee-refs/heads/master@{#402386}-32/64 bit.
OS: Windows 10(Touch device)

Steps:
1. Launch Chrome,navigate to espn.in and play the video(First video seen on page).
2. Click on Fullscreen icon, pinch to zoom in (10 times) and then exit fullscreen icon.
3. Observe.

Actual: Page remain in zoom-in state after exiting fullscreen mode, also unable to zoom out via touch.

Expected: Page should be seen properly after exiting fullscreen mode.

This is regression issue broken in M-51, below is other info.

Good build: 51.0.2667.0
Bad build: 51.0.2668.0

Please help to re-assign if your change is not the cause.

r379398 only affects the Chrome Remote Desktop app; there's no way it can affect Chrome browser.

Marking the issue as Won't Fix as it is not reproducible on Chrome Stable# 53.0.2785.116 and Chrome Canary# 55.0.2864.0 on Windows 10 touch Laptop.
