Issue description

features: what does it do? why do we need it?

bugs: repro steps (I did X and expected Y but Z happened!)

Just go to about chrome page

Thanks for the feedback! I'm not sure why you're encountering the issue, but at the very least we should do a better job displaying the error message.

VersionUpdaterWin::OnError expects to be able to put HTML markup in the error message. The new MD chrome://help page must support this. Thanks.

Displaying HTML error messages should work now. The error itself seems to be caused by the server (see description of the error code at https://cs.chromium.org/chromium/src/chrome/browser/google/google_update_win.h?l=31). I am marking this as fixed.
