What steps will reproduce the problem?
(1)Launch Chrome and signin with valid credentials>>Navigate to https://myaccount.google.com/ page>>Click on Activity controls link under Personal info and Privacy section
(2)Select 'Include history from Chrome and other apps in your Web & App Activity' check box>>In 'Turn on additional Web & App Activity' overlay click Turn on button. (Please refer video)
(3)Now deselect 'Include history from Chrome and other apps in your Web & App Activity' checkbox>>In 'Pause additional Web & App Activity' overlay click on pause button and Observe unwanted scrollbar (Please refer video)

Expected:No such Unwanted scrollbar should be seen in Pause additional Web & App activity overlay.
Actual:Instead unwanted scrollbar is seen.

This is a Regression issue broken in M-53 series.
Good Build:53.0.2774.0 
Bad Build:53.0.2776.0
