Regression : 'More options' button is not seen at first instance on profile avatar after pressing 'Tab' key from keyboard.

Issue description

Version: 53.0.2781.0 d855b4a44ca015cc874b69b828717bb4293c3092-refs/heads/master@{#402177} (32/64-bit)
OS:  Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)
Precondition : There should be only one user.

What steps will reproduce the problem?
1) Launch chrome click on avatar icon and click on switch person.
2) Now press 'Tab' key from keyboard and observe the profile avatar

Actual : 'More options' button is not seen at first instance on profile avatar after pressing 'Tab' key from keyboard
Expected : 'More options' button should be seen at first instance on profile avatar after pressing 'Tab' key from keyboard

This is a regression issue broken in 'M-53' and below is the manual regression and Narrow bisect info:
Good build : 53.0.2750.0
Bad build : 53.0.2751.0

Adding RB label as this is a recent regression.
Status: WontFix (was: Assigned)
The button has been replaced by an icon in the new design. the behavior is still the same if the icon is clicked.
There has also been changes to the tab order on this page so that the more icon gets focus right after the pod itself. This seems to be working as expected.
