Regression: Weird behavior of scroll is seen on chrome://history page.

Issue descriptionChrome Version: 53.0.2781.0 (Official Build) d855b4a44ca015cc874b69b828717bb4293c3092-refs/heads/master@{#402177} 32/64-bit. OS: Windows (7,8,8.1,10), Linux (14.04 LTS), Mac OS X(10.10.5, 10.11.4) Precondition: 1. Enable the 'Material Design history' flag from chrome://flags. 2. Navigates to few webpages such that vertical scroll bar appears in chrome://history page. What steps will reproduce the problem? 1. Launch chrome and navigates to chrome://history page. 2. zoom in the page till horizontal scroll bar appears. 3. Now observe the vertical scroll bar. Vertical scroll bar disappears after zooming the page. Vertical scroll bar should seen after zooming the page.
