Regression : Text inside inspected tool tip goes out of separator line in devtools

OS:  Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome and open NTP and go to devtools
2) Now open emulated view and click on 'Select an element in the page to inspect it' icon besides device mode icon
3) Select an element to inspect it and resize the NTP window to LHS and observe the text inside inspected tool tip 

Actual : Text inside inspected tool tip goes out of separator line after resizing the page
Expected : Text inside inspected tool tip should not go out of separator line after resizing the page

This is a regression issue broken in 'M-51' and below is the manual regression and Narrow bisect info:
Good build : 51.0.2702.0
Bad build : 51.0.2704.0

tkent@, could you advise me someone who can tell me what HTML/CSS were injected for the tooltip?

From the symptom, it's possible that my break-all/break-word change affected, but I could not create a repro-case from my guesstimate:

Could you help me to figure out what HTML/CSS is used for the tooltip? I tried to use inspector-for-inspector but this is displayed only while mouse is over.

I can look into if we can get HTML/CSS repro.
