Regression: In Switch person window, animation is not smooth for user profiles on pressing Tab key.

Issue description

Version: 53.0.2781.0 (Official Build) d855b4a44ca015cc874b69b828717bb4293c3092-refs/heads/master@{#402177} (32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1) Launch chrome, go to chrome://settings and add a new user from People section.
(2) Click on avatar icon in top R.H.S and select Switch person option.
(3) Now press Tab key 3-4 times and observe the animation for user profiles.

On pressing Tab key animation is not smooth for added user profiles.

On pressing Tab key animation should be smooth for added user profiles.

This is a Regression issue broken in M-53, will soon update other info

What animation is not smooth ? I don't see much difference between the two videos. 
With response to comment #3: On pressing Tab key, delay is seen when Person 1 profile pops up.

Do not observe any animation difference on the profiles upon pressed Tab on Win 7 and Mac 10.11.5 using latest canary 54.0.2787.0.Removing the ReleaseBlock-stable as of now, feel free to add it again if you see the issue.

With response to comment #5: Issue is reproducible on latest Chrome version: 54.0.2788.0. In the screen cast attached in comment # 5, 'Enable Material Design User Manager' flag is enabled. To reproduce the issue, disable 'Enable Material Design User Manager' flag from 'chrome://flags' and follow the steps mentioned in the bug. 
Able to reproduce the issue on mac 10.11.5 and win8.1 chrome version 54.0.2816.0 - pressing Tab key animation is not smooth for added user profiles

Friendly ping to get an update on this issue.
My CL is most likely not the cause for this. I have run the steps mentioned in the bug and it is not touching the code changed by my CL.

Still able to reproduce the issue on mac 10.11.6 chrome version 55.0.2872.0

Could someone look into this please
