Clear browsing data panel not displayed through ctrl+shift+del or chrome://settings/clearBrowserData on md-settings

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2774.3 Safari/537.36

Steps to reproduce the problem:
1. Hit ctrl-alt-del or enter chrome://settings/clearBrowserData in omnibox and hit enter
2. ???
3. Profit

What is the expected behavior?
Clear browsing data panel should be displayed

What went wrong?
No settings panel is displayed

Did this work before? N/A 

Chrome version: 53.0.2774.3  Channel: dev
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

Issue exists only with md-settings, not on settings-frame.
Verified issue also exists with Canary 53.0.2781.0

Able to reproduce this is issue on Windows for chrome version 53.0.2782.0. Untriaging it and adding respective labels so that it gets addressed.
