FR: Improve battery-full icon

Issue description

Version 51.0.2704.103 (64-bit)
Platform 8172.56.0 (Official Build) stable-channel samus
Firmware Google_Samus.6300.174.0

Currently when my Samus' battery is fully charged, the icon in the task bar (and corresponding task menu) show a battery icon with a lightning bolt in it.

I think that the lightning bolt makes more sense as a charging indicator, and a different mark could be used when the battery is full. Perhaps a check mark? That mark could be implemented without adding color.

The lightning bolt indicate the AC is connected. I don't think it has any indicator for fully charged.
Can't you tell that it's fully charged based on the charge level? (IIRC it shows the battery filled based on the percentage.) I think it's sensible to leave as-is, and compatible with Android.

(And if this is about not being able to tell the difference between 99% charged and 100% charged, I don't think that's a meaningful difference that needs to have a different icon.)

Agreed that the lightning bolt is indicating that the device is plugged in (and therefore not discharging).

I think I wasn't clear. Let me better explain my request, and if you still think the bug should be WontFix I'll respect that decision.

Currently any time a power adapter is plugged in, regardless of the battery charge level, the lightning bolt is displayed on the battery icon. 

@mgiuca, There is no percentage shown in the icon when the battery is charging or discharging.

The shading of the battery changes depending on the battery charge level. The subtle shading is such that it's difficult to tell the difference between 90% and 100%. IMHO, this difference is meaningful, because it helps the user (me, in this case) know when they can put their laptop away before getting on an airplane (for example).  I completely understand if others think this is *not* meaningful (hence WontFix).

There is a 'workaround' in that the user can click on the icon and see the percentage. I just think it would be nice to have the icon change, especially since a lightning bolt is associated with charging, and once at 100% the battery is no longer charging.

Thanks for the explanation. It does make sense to distinguish between almost and full charge for the purpose of knowing when you can pack your device away if you are just trying to get it to full charge. (On the Pixel 1 there is a very significant indicator, which is the charging light turns from yellow to green. On the Pixel 2 I think you can see the same thing by tapping the lightbar.)

But I still feel like this is a niche enough use case that it's sufficient what we have already: when you open the user menu it will either say "Battery full" or "Battery: 97%". Any change to the icon itself should be synchronized across with Android as well for consistency.

Thanks for considering it, and I agree that we should keep things consistent between ChromeOS and Android.
