Minecraft PE app draws outside of window frame - taps and clicks are fired at different locations.

Issue description

Version: 53.0.2773.3 (Official Build) dev (32-bit)
OS: ChromeOS 8481.2.0 (Official Build) dev-channel veyron_minnie
ARC: 2992394

What steps will reproduce the problem?
(1) Install and run Minecraft: Pocket Edition
(2) Try to tap or click on buttons in app.

What is the expected output?
Expect to be able to click on buttons.

What do you see instead?
Instead, the clicks and taps register at a point far above where the click or tap actually occurred.

It seems to me this may have something to do with the fact that Minecraft Pocket Edition seems to escape the window frame. There is no visible window border and if you click and drag at the very top of the visible app the click will fall through to the window behind it. If you click a bit lower within the app you can actually grab the invisible window titlebar, and double clicking there does indeed maximize the app. The problems still exist when the app is maximized.

FWIW the window frame is now normal and the targeting issue is fixed until after I resize the window or press the fullscreen key in 54.0.2840.24 (Official Build) dev (32-bit) ARC 3264590
