language selector confused by reordering

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36 Steps to reproduce the problem: 1. chrome://settings/languages 2. Add any new language. 3. Click checkbox to use that language. 4. Move the language in a different position. What is the expected behavior? What went wrong? The checkbox becomes unchecked. The problem persists after settings have been closed and re-opened. This is just one example. There are other quirks related to this. Did this work before?
