Problematic use case:

1. Start at one of the main pages (e.g. /android)
2. Examine a failure, get presented with a builder page.
3. Click on the links there, and examine the issues
4. !! A wild refresh appears!

The flash associated with the refresh is quite annoying, and sometimes it changes the scroll or removes the page when the next build passes.

The old sheriff_dashboard's updates were not as jarring as most of the UI was staying stable.

(also, on the main page, the update is so slow, there is enough time to see the gif before the new data comes in. Not great but acceptable on that page.)
