Hitting "Commit" triggers un-necessary tries on some bots |

Issue descriptionIn this CL: https://codereview.chromium.org/2097393002/ I hit "CQ dry run", and "win_chromium_rel_ng" hits exceptions, "linux_chromium_chromeos_ozone_rel_ng" failed, and the "Commit" is un-checked. So I manually select these two bots, when they both passed, I hit "Commit" (not dry run), then CQ run the job on both bots again. It should not have to try those two bots again.

I think this has been fixed by sergiyb@ last week as it had to do with wrong timestamp usage. |
