Sound volume Indicator went into infinite flickering animation

Project Member Reported by emaxx@chromium.org, Jun 27 2016

Issue description

Version: 53.0.2773.0 dev (64-bit)
OS: Chrome OS

What steps will reproduce the problem?
(1) Press any sound volume change button.

What is the expected output?
Sound volume indicator appears, showing the changed volume, and then hides automatically.

What do you see instead?
The sound volume indicator appeared, but started flickering. It looked like as if the displayed volume runs through some random values at a very high speed.

Also, to note, this flickering indicator prevented to open any sub-items in the system menu (e.g. Wi-Fi).

Pressing volume change buttons or mouse clicks at the volume indicator didn't help to stop the flickering.

I didn't manage to reproduce the problem - it was probably a concatenation of circumstances.

I tried to capture the video screencast, but, unfortunately, it captures the volume indicator only as a gray rectangle.
