Explain why a "Submit" button is disabled on a CL

On https://chromium-review.googlesource.com/c/356410/, I can't press the "Submit" button. In principle, I should use CQ, but in an emergency when I actually want to manually commit, this may be a blocker. git-cl-land seems to work as intended.

I think that at the time you filed this bug, your CL had not-yet-landed dependency.  Gerrit handles it well, but I agree that PolymerUI doesn't show it well.
