Page can remove inspector stylesheet

Issue description

The inspector stylesheet is appended to <head> when created. The page might remove or modify the sheet on its own. If the page removes the sheet, it's not possible to add rules to the inspector stylesheet afterwards.

We probably want to store the stylesheet inaccessible to the page.

As can be seen from the inspect.html text I've gotten crashes when trying it out in Opera, but haven't seen those in Chrome or content_shell.

I've proposed to store the inspector stylesheet in the StyleEngine like we store extension sheets in  issue 624139 .
