Regression:Weird behaviour of cursor is seen in text area of pdf viewer extension.

Issue description

Chrome Version: 53.0.2780.0 Revision 5453dc6abc2d7c797c7f9f16df8aed8e6358a217-refs/heads/master@{#402053}(32/64 bit)
OS: Windows(7,8,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS)

Steps:
1. Launch chrome,navigate to above url and click on 'ADD TO CHROME' button.
2. Open pdf file(e.g.http://www.orimi.com/pdf-test.pdf) and click on extension icon near ominibox.
3. Press 'Ctrl+A' to select whole URL in text area, then press left arrow key and observe. 

Actual: Unnecessary cursor is seen after one line space on pressing left arrow key.

Expected: Cursor should be seen beside the selected URL on pressing left arrow key.

This is a regression issue broken in 'M-51',below is manual bisect range:

Good Build: 51.0.2681.0
Bad Build: 51.0.2682.0

Correction:
Step 3. Press 'Ctrl+A' to select whole URL in text area, then press right arrow key and observe.

Expected: Cursor should be seen beside the selected URL on pressing right arrow key.
