DevTools: blocked blank space in js files in sources tab

Issue description

Chrome Version       : 51.0.2704.106 m (64-bit)
URLs (if applicable) : all
Other browsers tested: none

What steps will reproduce the problem?
(1) open a file in sources tab in dev tools
(2) put a breakpoint and refresh the page you are debugging
(3) press F8 to continue execution
(4) repeat from 2

What is the expected result?
the file showed should be visible completely and there should be no blocked blank space at the top.

What happens instead?
There is a blank space blocking the top section on any file opened in sources tab of dev tools. Even when you scroll, it scrolls behind that blocked space.
Happens on both themes, default and dark. Have been happening for at least 2 previous versions of chrome. Attaching the screenshot of this in both the themes.

Unable to reproduce the issue on windows 7, Linux Ubuntu 14.04 and Mac 10.11.5 using chrome version 51.0.2704.106.Not observed any blank space on top of the file.
Please find the attached screen cast and confirm anything missed here.

Request you please try the issue on new profile and if the issue still persists please provide us the OS details to triage the issue further.

This is happening on Windows 10.
I'll try on a new profile in the meanwhile.
Also, please note that couple of my colleagues faced the same issue. They are also on Windows 10.

Hi,

I deleted my old profile and then re-installed chrome with new profile, and the unfortunately the issue is still happening.

Some more info that might help:
 - OS: Windows 10
 - there is no specific url, I am trying to debug my code
 - have been working on .es6 files (maybe this is the problem area)
 - happens on both themes
 - on every refresh the visible scrollable area in sources in dev tools decrease.
 - amount of space blocked is different for different files opened.
 - on every refresh, the open file's blocked blank space increases.
 - closing and reopening resets everything (kind of workaround, but is frustrating and unnecessary so would prefer a proper fix instead)

Unable to reproduce on Windows 10.
I tried using the es6.promise.js file from core-js and was still unable to reproduce.
Can you provide a video of the bug happening, or some more screenshots? There is something suspicious about the scrollbar that might be a hint as to what is going on.

Cleaning up "Needs-Review" label as we are not using this label for triage anymore. Ref bug for this cleanup 684919
Reproduced on my Chrome. When you open teh devs-tool by the first time, some files appear as loaded (usually never the main files are opened), but if you open any other one the code section appears empty. It forces you to refresh to load it.

Annoying.
