Shaping of Tai Tham is very slow

Issue description

Chrome Version       : 51.0.2704.103
OS Version: OS X 10.11.5
URLs (if applicable) : https://github.com/googlei18n/noto-fonts/issues/693

What steps will reproduce the problem?
1. Install Noto Sans Tai Tham, eg from
   https://noto-website-2.storage.googleapis.com/pkgs/NotoSansTaiTham-unhinted.zip
2. Go to https://github.com/googlei18n/noto-fonts/issues/693
   This HTML page contains some text in Tai Tham

What is the expected result?
The text should render immediately.

What happens instead of that?
It takes a few seconds until the text is getting rendered. Even worse is entering Tai Tham text into an HTML field: after every keypress, Chrome blocks for a few seconds.

Mac specific, no perf problems on Windows or Linux. Might be AAT related?

I'm fairly certain this was fixed when we switched to using an empty font fallback list in hb-coretext.  drott can verify.
