Regression: Dark background is not fully applied when using switch option

Issue description

Version: 53.0.2773.0/8507.0.0 dev-channel falco,blaze,spring
OS: Chrome OS

What steps will reproduce the problem?
(1) Open any tab >> Hit F5/Switch windows key from keyboard >> Observe borders of the screen 

Expected: Dark background should be fully applied and no unwanted line should be seen near borders
Actual: Instead unwanted borders are seen on top/right and left.

This is  a regression issue as it is working fine in 52.0.2743.41/8350.31.0 beta channel daisy.

Able to reproduce the issue(A light visible border line is seen on the left/right/top of the screen border) on Spring using 53.0.2773.0/8507.0.0.
Marking it ReleaseBlock-Stable for M53 as its recent regression, feel free to change if not appropriate.

This sounds very much like issue 622390 which was fixed before the branch. Can you please confirm in the current tip of tree as well as in the post branch M-53?

Looking at the release history 53.0.2773.0 is r400610 which was before https://codereview.chromium.org/2083023004/ landed (which was r401498). Duping into issue 622390.
