Issue description
Version: Version 51.0.2704.106 (64-bit)
OS: Goobuntu Trusty
What steps will reproduce the problem?
(1) Prepare a pointing device which has horizontal scroll feature.
I used TrackPoint on Thinkpad keyboard.
(2) Open new tab on Chrome.
(3) Open http://twitter.com/
(4) Scroll left by the pointing device.
What is the expected output?
I don't know. I expected that nothing happens.
At least, the result should be consistent.
What do you see instead?
Back to the previous page (= default page).
The result depends on a URL on (3).

Horizontal overscroll navigation is enabled on Linux platforms by default, so I'd expect this to work consistently (i.e. be "reproducible") on all sites. Things that might prevent it from working (other than toggling the overscroll-history-navigation flag): - site consumes scroll events - page is not scrolled all the way to the left edge when you start the scroll gesture. - the pointing device is not generating a consistent stream of events.
