Regression: Unnecessary scroll bar is seen on 'Switch person window'.

Issue description

Chrome Version: 53.0.2780.0 Revision 5453dc6abc2d7c797c7f9f16df8aed8e6358a217-refs/heads/master@{#402053}(32/64 bit) 
OS: Windows(7,8,10), Mac(10.10.5, 10.11.4)

Precondition: Enable 'Material Design User Manager' flag from chrome://flags.

What steps will reproduce the problem?
1) Launch chrome, click on avatar icon in top R.H.S and select 'Switch person' (Switch person window opens).
2) In Switch person window observe.

Unnecessary scroll bar is seen on Switch person window.

no such scroll bar should seen on Switch person window as there is no content to scroll.

This is a regression issue, broken in 'M-53', below is bisect info:

Good Build: 53.0.2778.0
Bad Build: 53.0.2780.0

@fsamuel: Please help me to reassign this issue if your change is not cause for it.

Note: In Mac OS, scroll bar gets stuck when minimize switch person window and again open it.

We've tested locally on Windows & Mac tip-of-tree builds, and also Windows Dev channel, and cannot reproduce this behaviour. Can the reporter please re-test and see if this is still happening for them?

I've made this pri-2 since we can't reproduce, but we can revisit that if it is still an issue.
