What steps will reproduce the problem?
0. chrome://flags/#mac-views-webui-dialogs enabled
1. https://permission.site/ -> Notifications/Location/etc. to show bubble
2. Cmd+h (hide app)
3. Click Chrome dock icon

What is the expected result?

Browser window re-shows with bubble attached


What happens instead of that?

Browser window re-shows, but it has no bubble attached.

Note that Minimize works OK. Also switching to a different tab and back restores the bubble.
