Backspacing word doesn't utter first letter

Reproduction Steps: 
1. hangouts/
2. type some words into textbox
3. Backspace by characters over a word

Observed:
First character in word is uttered as "deleted" (i.e. it's not spoken)

Expected:
First letter in word to be spoken when it's being deleted by backspace

I don't know if this helps, however this also has an effect on character echo. The first letter of a word is not announced. This occurs in the Hangouts application.

This still occurs in 55.0.2878. It is also an issue when navigating by character. The first letter of a word is not announced.

I'm not able to repro this is in Monrail or DOcs. Curious if you can repro in non-Hangouts app?
