Punctuation should impact utterances

Reproduction Steps: 
1. Traverse text that has various punctuation (e.g. . , ; -- - ? !)
2. Using UK/US voices, note emphasis, inflection, pauses, and other ways utterances are impacted
3. All utterances are flat with no factoring of punctuation
