Incorrect default browser message in Canary

When Chrome Canary is set to use the material design settings, under 'Default Browser' it says 'cannot set or determine the default browser' rather thean the usual message of this is a second installation of chrome and cannot be set as the default browser.

When is MD settings supposed to launch? Should this be RBB for that milestone?

If it's a P1 or P2, we'll have it for launch. No release-block labels are needed yet.
