Cannot inspect element style if another unrelated element's style is changing

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. visit http://jsbin.com/xovola
2. right-click on the second paragraph and do "Inspect Element"
3. go to the "Computed" style panel, pick some css property that has a triangle next to it (e.g. "display") and try to expand it
4. good luck with that

What is the expected behavior?
First of all, the UI of all the Developer Tools should work smoothly. That there is an element whose style is being continuously updated is no good reason for the whole UI to become poorly responsive.

Second and most important, at step 3 you should be able to expand any style property to see the rules that determine its value

What went wrong?
The whole Developer Tools UI is slow to respond to mouse interaction (apparently just because the value of the "style" property of a node is constantly being updated because of an animation)

What's worst, you cannot expand a css property in the Computed style panel. You may manage to expand it for a fraction of a second but it will collapse back immediately.

This shouldn't happen even with the node that is being frequently updated itself but it would be understandable (not forgivable) if it happened with that very node, and almost acceptable if it happened with just the very property being constantly updated.

But it happens even with unrelated properties of unrelated nodes.

I can repro this. Computed style gets redrawn, losing state, even when its another node that's being changed.
