can you tell me why this is related to Chrome HTML5 media?

This is ChromeOS only where the VA-API is used for acceleration for video playback.  i.e. Youtube html5 player uses the accelerator.  The changes proposed will not affect the Chrome browser but the libraries installed on ChromeOS.  The patch review happens here: https://chromium-review.googlesource.com/#/c/356124/
