Scrolling Breaks and Action is Inconsistent Between MouseWheel and Scrollbar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36

Steps to reproduce the problem:
1. On old version, scroll to the bottom of the page, open a link, return to the page, then attempt to scroll
2. On new version, open a link, return to page, then attempt to scroll.

What is the expected behavior?
The scrollbar position should remain in the same location.

What went wrong?
The scrollbar resets to the top of the page.

Did this work before? Yes At least 51.0.2704.84 and older

Chrome version: 51.0.2704.84  Channel: stable
OS Version: 6.3
Flash Version: Shockwave Flash 22.0 r0

I've had to install an old version of Chrome because of this bug for our receipting staff.  We have up to 1000 transactions in a batch and this bug resets their position when processing and slows them down.

This is best explained by the screen recording I've provided and I'll explain here:

51.0.2704.84 - Success, did exactly what I wanted
1. I view a batch
2. Scroll to the bottom of the batch page, but then I scroll back up just a tad so I'm not completely at the bottom.
3. I select a transaction, which opens a new tab within the application
4. I close the application's tab
5. I use the mouse to scroll up and down the batch and it starts where I left off (the highlighted dot dot dot transaction)

0. Batch is already being viewed
1. Scroll to the bottom of the batch page, but this time to the very bottom so I can't scroll anymore.
2. I select a transaction, which opens a new tab within the application
3. I close the application's tab
4. I use the mouse to scroll up and down the batch, the scrollbar resets back to the top (regardless if I use up/down mouse scroll)

0. Batch is already being viewed
1. Scroll to the bottom of the batch page, but scroll back up just a tad so I'm not completed at the bottom.

4. I click the down arrow in the scroll bar and the scroll bar jumps to very top of the page

**** I also attempted to use the "Page Down/Up" and the "Down/Up Arrows" and they both reset the position regardless if I was at the very bottom of the page or not.

In the video, I went through the successful case one more time just to make sure I could repeat the first success and it did work.

Now to the latest, 51.0.2704.106 m (64-bit)
This time in the video, on the latest version, the screen resets regardless of the path I take.

I do not have this issue with Firefox or IE.

I would also like to note that I have tried without any extensions enabled.

I can temporarily grant access to the application at a different URL if requested.

I can now find a way for the scroll to not break in the latest version:

51.0.2704.106 - Success
1. Scroll down (but not to the very bottom)
2. Open trans
3. Close trans
4. Zoom In or Out (by mouse wheel or ctrl +/-) and then scroll with mousewheel


-- Now the next two tests depends on if I zoom out or in.

4. Zoom OUT (by mouse wheel or ctrl -) and then scroll with mousewheel
