video_ChromeHWDecodeUsed test is not running on all devices on R53 |

Issue descriptionObserve below wmatrix dashboard results on M53 for video_ChromeHWDecodeUsed https://wmatrix.googleplex.com/unfiltered?hide_missing=True&tests=video_ChromeHWDecodeUsed&releases=53. We have noticed it is not running on all boards. This is working fine on M52.

phobbs@ are you the right owner or do we need to assign this to someone else? This test has failed on other boards on previous releases specifically M50. Since we have had this issue before I don't think this is a regression and a dev blocker.

The tests are part of bvt-cq. Last week there were problems with suite scheduling, which Aviv worked on.

This test failure has existed on previous milestones. We should fix this bug but it is not a RBD at this point.

The results in wmatrix got denser again. It would be nice if all test in bvt-cq would run on every build, but reality is that doesn't happen right now.
