Chrome Apps download appears incomplete on Launcher

Chrome     :  53.0.2773.0 
Platform     :    8493.0  - Candy


Steps:
1.  go to "Chrome Web Store"   and download Chrome apps (ex: sudoku)
2.  check the download app(sudoku) on Launcher


Result :
The download isn't completed on Launcher  although the app successfully installed.
After resigning to the user, the download is completed on Launcher.


Please provide any additional information below. Attach a screenshot if
possible.

xdai@, I wonder whether your CL https://codereview.chromium.org/2086163002/ fixes this too. Looks like the same cause, i.e. need to Reload after install instead of UpdateIcon.

Branch 2773 has https://codereview.chromium.org/2067943004 but not the fix above.

Yes I think this CL https://codereview.chromium.org/2086163002/ fixed this regression. Just tested on tot, and it worked fine. 

Feel free to reopen it if you can still see it.
