File Uploading Causes Intense UI Lag When DevTools Is Open

Issue description

Chrome Version       : 51.0.2704.103
OS Version: 10.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
1. Open DevTools
2. Run an async file upload to the network via PUT rest calls

What is the expected result?
That I'd still be able to interact with the UI normally.

What happens instead of that?
It is extremely delayed and does not respond immediately. 

Please provide any additional information below. Attach a screenshot if
possible.
On edge/FF there is no issue with the devTools open, so Chrome has to be doing something to my network calls that is causing intense lag. See vid for visual example of lag only when uploads are going on.

bigbrd1026@Could you please provide sample async file to upload for further triaging the issue.
file upload location needs a shared signature that gets generated locally and expires after 8 hours. Is there any info by running it on my side that I can give you to help you triage?

Is this specific to the Network panel being open? What about the same situation with Console panel open instead?

If so, then the performance of our network panel is adding enough CPU contention to slow down your app. Which is possible.   But it's hard to identify where the bottleneck is.

Repros with just console open too. any tab in dev tools causes it.

Can you supply us with a sample page of this occuring? I'd like to sample it on our side and see if it's a problem with pressure from protocol.
