Regression : Unable to scroll the chrome://md-setttings page through Mouse wheel when search engine drop down is clicked

Issue description

Version: 53.0.2778.0
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome -> Go to chrome://md-settings page
(2)Now Go to Search Engine section and click on Drop down
(3)Now hover the mouse pointer on out side of  drop down and try to scroll the chrome://md-settings page through mouse wheel(Please refer Video) and observe

Expected: Should be able to scroll the chrome://md-settings page through mouse wheel
Actual: Instead Unable to scroll the  page through Mouse wheel 

This is Regression Issue broken in M-51

Able to reproduce the issue on Mac 10.11.5 using chrome version 53.0.2778.0

This is the normal expected behavior of paper-dropdown-menu, so not sure if this is considered a bug.  Also given that this is just how paper-dropdown-menu behaves, it happens with all dropdown menus in the settings page, not just the search engines one.

I am assigning this to Tom to hear his thoughts about it. If this were to be fixed it would require a Polymer change. Also for reference, the native dropdown menu closes itself when scrolling outside of its area, which unlocks scrolling.
