Regression:Horizontal scrollbar is seen missing in chrome://md-settings page on resizing the window.

OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch Chrome>>Navigate to chrome://md-settings and resize the window and observe for the horizontal scrollbar(Please refer Video)

Expected:On resizing the window horizontal scrollbar should be seen at the bottom of the page.
Actual:Instead Horizontal scrollbar is seen missing.

This is a Regression issue broken in M-53.

Good Build:53.0.2769.0
Bad Build:53.0.2770.0

Able to reproduce the issue on Mac 10.11.5 using chrome version 53.0.2778.0.

Adding stable blocker as this is recent regression.please feel free to remove if not the case.

[MD settings] allow horizontal scroll bar in settings content area

This CL enables the automatic add/removal of the horizontal scroll bar
at the bottom of the settings content area.

Verified the issue on Win 7,Ubuntu 14.04 and Mac 10.11.5 using 53.0.2785.8 and its working fine.
