Issue descriptionChrome version : 53.0.2778.0 (Official Build) 1c74487d2fedacf44e9267e552b6575fc5a6ce11-refs/heads/master@{#401784} 32/64 bit OS : Windows (7,8,8.1,10), Linux(14.04 LTS), Mac(10.10.5, 10.11.4) What steps will reproduce the problem? 1) Launch chrome, go to chrome://history and click on 'Synced tabs'. 2) Click on 'Restore Down' Button and resize the browser window towards LHS. 3) Observe the bottom part of the page. Actual : After resizing the browser window, two horizontal scroll bars are seen at the bottom which appears weird. Expected : Instead, only one horizontal scroll bar should be seen for the entire 'Synced tabs' panel. This is a regression issue, broken in 'M-53' and below is the Manual regression and Narrow Bisect info.
