[MD Settings] Make reset section more obvious it's clickable.

Version 53.0.2774.3 canary (64-bit)

At the bottom of chrome://settings/advanced, there's a "Reset" section. There's no indication that it's clickable.

From the rest of the UI, I'd expect a paper-button-esque item to select. The cursor also doesn't change into a pointer on hover.

Working on the cursor change to indicate clickability:  Issue 611826 . We'd also like to have a consistent UI for buttons that open dialogs vs open tabs vs perform an action.
